Lebanese Member of Parliament Dr. Bilal Al-Hashimi has called for the immediate cancellation of a joint ministerial decision regarding the installation of solar energy panels with a capacity of less than 1.5 megawatts. The decision was issued by the Ministers of Interior and Municipalities, Energy and Water, and Public Works and Transport.

In a statement, Al-Hashimi criticized the government for what he described as an excessive focus on fees, taxes, and bureaucratic procedures while failing to provide basic services such as electricity and water. He argued that the new regulations, which require a series of approvals from municipalities, urban planning authorities, engineers, and the Order of Engineers, impose an undue burden on citizens who have turned to solar energy due to the state’s inability to provide consistent power.

While acknowledging the importance of public safety and proper regulation, Al-Hashimi stated that the current requirements are being used as a pretext for bureaucracy and revenue collection. He emphasized that citizens are installing solar panels out of necessity rather than luxury, and that the government should prioritize providing electricity before regulating alternative solutions.

Al-Hashimi urged the Prime Minister and the relevant ministers to revoke the decision, arguing that any future regulations should focus on facilitating the transition to renewable energy rather than complicating it. He concluded by warning that the government’s insistence on these measures could further erode its public standing.
