Al Burhan Presents Vision for Ending Sudan War

Sudanese Sovereignty Council Chief and Army Commander Abdel Fattah al Burhan has outlined a comprehensive plan to end the ongoing conflict in Sudan. In a piece published by Foreign Policy magazine titled “How to Bring Peace to Sudan,” al Burhan called for an internally driven settlement that would lead to a permanent ceasefire, the consolidation of all armed forces under a single national army, and a Sudanese political dialogue that would produce a new constitution and free, fair elections.

Al Burhan rejected any proposal that would grant the Rapid Support Forces (RSF) a status equal to that of the state in the political process. He described the RSF as a paramilitary group and emphasized that the Sudanese state and the RSF do not stand on equal footing, either morally or legally.

He argued that ceasefire efforts led by external parties over the past years had failed to bring lasting peace. “The priority must go beyond temporarily silencing the guns; it must ensure that fighting does not resume once international attention wanes,” al Burhan said.

In August, al Burhan proposed a “Sudanese‑Sudanese dialogue,” a move that was accepted by some political and civil forces but opposed by others. He stressed that peace must be home‑grown, for the Sudanese, and in Sudan, while welcoming international observers to lend legitimacy and discipline to any agreement.

Al Burhan’s vision includes the withdrawal of RSF forces from their positions, the disarmament of all armed groups outside state institutions, and the establishment of a timeline for implementing the settlement. He linked his position to events in El Fasher, accusing the RSF of widespread violations following the city’s fall in October 2025 and warning that a ceasefire could become an opportunity for regrouping.

A cornerstone of the plan is the restructuring of the security apparatus after a ceasefire, ensuring that only a single national army remains in Sudan. Al Burhan said that once the ceasefire is consolidated, security must rest upon a unified national army rather than parallel armed forces with differing loyalties and funding sources.

He outlined a four‑point request for the international community: support for the plan he submitted to the UN Security Council to achieve a permanent ceasefire; cutting off funding and supply lines to the RSF; assistance to the United Nations to monitor any future ceasefire; and granting the Sudanese people the space to determine their own political future.

Al Burhan’s proposal also calls for the drafting of a new constitution by Sudanese hands, followed by internationally monitored elections and a smooth transfer of power that restores the right of the Sudanese people to determine their form of governance.
