Ahead of 2026 Elections: A Closer Look at Rwanda’s Local Government Structure

The National Electoral Commission is finalizing preparations for Rwanda’s 2026 local government elections, expected at year-end. These polls will determine leaders at village, cell, sector, and district levels, along with executive committees of the National Women’s Council, National Youth Council, and National Council of Persons with Disabilities.

At the village level, residents aged 18 and above elect a five-member Village Executive Committee, including a village leader and officials for security, social welfare, information, and development. Each village also elects an advisory council and representatives to higher councils, ensuring at least 30% women representation.

The cell level establishes an advisory council with councillors from each village and representatives of women, youth, and persons with disabilities. Similarly, sector and district councils include elected and institutional representatives. District mayors and deputies are chosen by an electoral college comprising local delegates.

These elections strengthen decentralized governance, bringing decision-making closer to citizens. The NEC will announce the official electoral calendar after approval, marking a crucial step in Rwanda’s democratic process.
