The government of Andorra continues to maintain that performing abortions within the country’s borders is a red line that it does not intend to cross as it explores options for the decriminalization of the procedure.
Prime Minister Xavier Espot confirmed that the matter is currently the subject of bilateral discussions with the Secretariat of State of the Holy See. Espot characterized the issue as a significant point of negotiation regarding the country’s legal framework.
Andorra’s unique political structure as a co-principality involves the Bishop of Urgell, a Roman Catholic prelate, serving as one of the two heads of state. This constitutional arrangement has historically influenced the country’s stance on abortion, which remains illegal under all circumstances.
